But is it?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Technology doesn\u2019t exist in a vacuum; it operates\u00a0 within a larger social framework that we don\u2019t always consider when suggesting new approaches to solving design challenges. Our values and biases shape not just how\u00a0 we discuss technology, but also how regional, national, and local policies regulate and drive innovation.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Designers and innovators need to be aware of three major dimensions of equity when evaluating a technology\u2019s benefits and costs:<\/span><\/p>\n<ul>\n<li aria-level=\"1\"><b>Distributive equity. <\/b><span style=\"font-weight: 400;\">How are the benefits and harms of a given technology distributed throughout society? Who has access, and how has that access been shaped by historical legacy and social structures?<\/span><\/li>\n<\/ul>\n<ul>\n<li aria-level=\"1\"><b>Design equity.<\/b><span style=\"font-weight: 400;\"> What inequities are baked into the way a technology is designed?\u00a0<\/span><\/li>\n<\/ul>\n<ul>\n<li aria-level=\"1\"><b>Procedural equity. <\/b><span style=\"font-weight: 400;\">Who is involved in the decision-making process, and why?\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Equity is not simply a moral issue, it\u2019s a practical necessity. When new technologies align with community values, they gain wider acceptance, reducing resistance and increasing the chances of long-term success. This is especially true for \u201cgreen\u201d solutions such as Sustainable Urban Drainage Systems (SuDS), where public trust and engagement are essential. Designing with equity in mind isn\u2019t just good ethics, it\u2019s smart strategy.<\/span><\/p>\n<p><b>SuDS: A Blueprint\u00a0 for Community-Centered Design<\/b><\/p>\n<p><a href=\"https:\/\/www.bgs.ac.uk\/geology-projects\/suds\"><span style=\"font-weight: 400;\">SuDS<\/span><\/a><span style=\"font-weight: 400;\"> (also known as Low Impact Development or green infrastructure) mimics natural drainage regimes to reduce surface flooding in urban areas and improve water quality by retaining and treating stormwater at its source. At the same time, SuDS also enhances the biodiversity and natural amenities of the built environment, potentially leading to improvements in local communities\u2019 physical and mental health.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, SuDS is typically a distributed infrastructure solution \u2013 smaller solutions like rain gardens and green alleys are only effective at a regional scale if they\u2019re implemented and maintained by private citizens across a larger community.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This need for community buy-in and trust lends SuDS well to a community-centered design approach. Involving <\/span><a href=\"https:\/\/cspo.org\/areas-of-focus\/pta\/\"><span style=\"font-weight: 400;\">public participation<\/span><\/a><span style=\"font-weight: 400;\"> early in the design process not only allows engineers to better understand the needs, wants, and values of the community, but also allows for public education around key issues such as <\/span><a href=\"https:\/\/ecastnetwork.org\/2015\/11\/07\/museum-of-science-boston-arizona-state-university-receive-noaa-grant\/\"><span style=\"font-weight: 400;\">climate resilience<\/span><\/a><span style=\"font-weight: 400;\">. It integrates non-technical expertise into the design process, allowing local experts such as gardeners and apiarists, and community members with lived experience and knowledge of the area to improve the end solution.\u00a0<\/span><\/p>\n<p><b>SuDS+ Community Led Futures: Designing for People, Water and Place<\/b><\/p>\n<p><img decoding=\"async\" class=\"alignnone size-medium wp-image-14748\" src=\"https:\/\/isleutilities.com\/wp-content\/uploads\/2025\/03\/Building-technology-through-community-300x150.jpg\" alt=\"\" width=\"300\" height=\"150\" srcset=\"https:\/\/dev.isleutilities.com\/wp-content\/uploads\/2025\/03\/Building-technology-through-community-300x150.jpg 300w, https:\/\/dev.isleutilities.com\/wp-content\/uploads\/2025\/03\/Building-technology-through-community-18x9.jpg 18w, https:\/\/dev.isleutilities.com\/wp-content\/uploads\/2025\/03\/Building-technology-through-community.jpg 512w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/p>\n<p><i><span style=\"font-weight: 400;\">Image by the <\/span><\/i><a href=\"https:\/\/stanleysuds.co.uk\/\"><i><span style=\"font-weight: 400;\">SuDS+ project<\/span><\/i><\/a><\/p>\n<p><span style=\"font-weight: 400;\">In the UK, Isle has partnered with a network of local governments and utilities, regulators, universities, consultants, and non-profits to deliver a unique project that drives innovation in flood and coastal resilience in the face of a changing climate.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Isle is the Innovation Partner for the <\/span><a href=\"https:\/\/stanleysuds.co.uk\/\"><b>SuDS+ Community Led Futures<\/b><\/a><span style=\"font-weight: 400;\"> project. This 5-year research program is based in the town of Stanley in North Durham. The project is funded by Defra as part of the \u00a3200 million Flood and Coastal Innovation Programme (FCIP), which is managed by the Environment Agency.\u00a0 SuDS+ is delivered in partnership with Durham County Council, Environment Agency, Northumbria University, Northumbrian Water, Teesside University, Wear Rivers Trust, Arup, and Viridian Logic.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Communities are at the heart of the SuDS+ project: they set the vision and co-develop the SuDS infrastructure solutions to deliver the benefits they want to see in their local area. The SuDS+ approach de-prioritizes drainage as the primary driver for SuDS implementation, instead allowing communities to drive design focused on a suite of environmental co-benefits that meet their needs. For the multiple \u201c<\/span><a href=\"https:\/\/localtrust.org.uk\/policy\/left-behind-neighbourhoods\/\"><span style=\"font-weight: 400;\">left behind neighborhoods<\/span><\/a><span style=\"font-weight: 400;\">\u201d who inhabit the SuDS+ project area, the project offers an opportunity for reinvestment in community infrastructure, with a focus on procedural and design equity.\u00a0<\/span><\/p>\n<p><b>Local partners are critical to project success<\/b><\/p>\n<p><img decoding=\"async\" class=\"alignnone size-medium wp-image-10740\" src=\"https:\/\/isleutilities.com\/wp-content\/uploads\/2023\/10\/Caitlin-Rogers-Edit-300x300.jpg\" alt=\"\" width=\"300\" height=\"300\" srcset=\"https:\/\/dev.isleutilities.com\/wp-content\/uploads\/2023\/10\/Caitlin-Rogers-Edit-300x300.jpg 300w, https:\/\/dev.isleutilities.com\/wp-content\/uploads\/2023\/10\/Caitlin-Rogers-Edit-150x150.jpg 150w, https:\/\/dev.isleutilities.com\/wp-content\/uploads\/2023\/10\/Caitlin-Rogers-Edit-12x12.jpg 12w, https:\/\/dev.isleutilities.com\/wp-content\/uploads\/2023\/10\/Caitlin-Rogers-Edit-350x350.jpg 350w, https:\/\/dev.isleutilities.com\/wp-content\/uploads\/2023\/10\/Caitlin-Rogers-Edit-600x600.jpg 600w, https:\/\/dev.isleutilities.com\/wp-content\/uploads\/2023\/10\/Caitlin-Rogers-Edit.jpg 900w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/p>\n<p><a href=\"https:\/\/isleutilities.com\/team-member\/caitlin-rogers\/\"><span style=\"font-weight: 400;\">Caitlin Rogers<\/span><\/a><span style=\"font-weight: 400;\">, Isle\u2019s Head of Environmental Innovation, got involved with the SuDS+ program because she wanted to learn more about the design and implementation of community-led SuDS across a whole project lifecycle. \u201cIt\u2019s been a great way to gain first-band experience of [a community-led SuDS project\u2019s] challenges and benefits,\u201d she says.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Caitlin sees the immediate benefits that the SuDS+ project has reaped from this community-centered approach. \u201cThe SuDS+ project has provided the community with an opportunity to share what improvements they want to see in their local area,\u201d she says. That allows improvements to be easily mapped in a way that meaningfully contributes to SuDS design and implementation.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, Caitlin also recognizes the challenges that a community-centered design approach can face. It takes time to effectively engage with communities. This problem is exacerbated in projects such as SuDS+, which seek to engage large numbers of community members beyond the \u2018typical\u2019 community champions.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Caitlin\u2019s suggestion is to engage early with a local partner embedded in the community, to facilitate participation with the right people. In the case of SuDS+, that person is Mark Davinson from the Wear Rivers Trust. As an integral member of the community who lives and works in the study area, Mark has the experience, relationships, and trust to ensure that the community\u2019s views are at the forefront of decision-making.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">For Caitlin, the project has had ripple-on effects for the rest of her career at Isle. \u201cSuDS+ has led to a growing and expertise in flood resilience which I am now applying to two other FCIP projects, and to the creation of an Environmental Innovation focus for Isle,\u201d she says.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">SuDS+ recently broke ground on the <\/span><a href=\"https:\/\/stanleysuds.co.uk\/site-secured-work-underway-soon\"><span style=\"font-weight: 400;\">first SuDS implementation<\/span><\/a><span style=\"font-weight: 400;\"> of the project.\u00a0\u00a0<\/span><\/p>\n<p><i><span style=\"font-weight: 400;\">To learn more about the Suds+ project, sign up for the <\/span><\/i><a href=\"https:\/\/stanleysuds.co.uk\/sign-up-for-the-mailing-list\"><i><span style=\"font-weight: 400;\">project mailing list<\/span><\/i><\/a><i><span style=\"font-weight: 400;\">.
